An appeal procedure exists for a player who thinks he has been badly treated by the system. Equally, if a referee considers the offence serious enough to warrant a heavier punishment than the automatic sanction, he may still report the incident as a complaint under the Judicial Laws – which may lead to a full judicial hearing (see ASA Judicial Laws and Rules in ASA Handbook for details). The referee’s role would then be limited to that of a witness. 
Reported offences remain in force for one year from the date of a letter confirming the offence.
Suspensions under 21.10 and 21.11 will be served in the competition in which they occur.
The totting up system for reported offences applies to matches in ALL competitions. But any ban that accrued would be served in the competition in which the latest offence occurred. In other words, a player who, for example, has had a two-match suspension for brutality in the National League and then committed a second one in a Bristol & West League would miss three matches in the Bristol & West League
